Prohibitions and restrictions

Citizens who have reached the age of 18 may import alcohol beverages and tobacco products to the custom territory of Ukraine in hand luggage or accompanied luggage without paying custom duties and without written declaration in the following amounts per person:

1) 200 cigarettes / 50 cigars / 250 grams of tobacco or these products in sets of a total weight not exceeding 250 grams;

2) 5 liters of beer, 2 liters of wine, 1 liter of strong alcohol beverages (containing more than 22% of alcohol).

Import of alcohol beverages and tobacco products to the custom territory of Ukraine is prohibited to citizens who are under the age of 18.

Citizens may import food products for personal consumption to the custom territory of Ukraine for a total amount not exceeding the equivalent of 200 EUR per person, in the following volume:

- in the packaging of the manufacturer intended for retail trade - in quantity not more than one package or total weight not exceeding 2 kilograms of each item per person;

- without packaging - in quantity not exceeding 2 kilograms of each item per person;

- without packaging - an indivisible product ready for direct use in quantity not more than 1 item per person;

Food products weighing up to 10 kg in the packaging of the manufacturer are delivered at international postal or express-post offices.

Food products without packing of the manufacturer are not subject of transfer to the custom territory of Ukraine in unaccompanied luggage.

Import of goods classified in - 24 groups of Ukrainian classification of goods of foreign economic activity and imported by citizens for free turnover is not allowed in any amount.

Article 197 of the Customs Code of Ukraine specifies the procedure on the passage across the custom border of Ukraine and custom clearance of goods in case of the establishment of restrictions on itstransportation across the custom border of Ukraine. The passage of such goods across the custom border of Ukraine and its custom clearance are carried out by the customs authorities on the basis of documents obtained with the use of information technologies, confirming compliance with the prescribed restrictions issued by the state authorities entitled to perform the respective control functions, other legal entities authorized to issue them if the submission of such documents to the custom authorities is stipulated by the laws of Ukraine. Lists of such goods (with their description and code according to Ukrainian classification of goods of foreign economic activity) are approved by the Cabinet of Ministers of Ukraine.

For the execution of Article 197 of the Code, the Cabinet of Ministers of Ukraine adopted a Resolution dated 21.05.2012 No. 436 "On approval the lists of goods with imposed restrictions on the transportation across the custom border of Ukraine". This Resolution also specifies the list of documents issued by state authorities or other legal entities authorized to issue these documents for submission to its customs authorities for the passage of goods across the custom border of Ukraine and its custom clearance.

Article 319 of the Customs Code stipulates that transported across the custom border of Ukraine goods, in addition to custom control can be subject to state sanitary-epidemiological, veterinary-sanitary, phytosanitary, environmental and radiological control.

At the checkpoints of passage across the state border of Ukraine, the following types of state control (except for radiological) are carried out by the customs authorities in the form of preliminary documentary control on the basis of information received from the state authorities that are authorized to carry out these types of control, using the means of information technologies.

List of goods that are subject to state control (including the form of preliminary documentary control) in case of their transportation across the custom border of Ukraine was approved by the Resolution of the Cabinet of Ministers of Ukraine dated 10.05.2011 No. 1031.

Orderon the implementation of preliminary documentary control at the points of passageacross the state border of Ukraine was approved by the Resolution of the Cabinet of Ministers of Ukraine dated 10.05.2011 No. 1030.

Custom control and corresponding custom clearance of such goods are completed only after the implementation of the laws of Ukraine for each product of the specified types of control.

On prohibition of import and sale of evaporated petroleum and lead additives to petroleumacross the territory of Ukraine

Article 1

Starting from January 1, 2003, the import of leaded petroleum and lead additives topetroleum, except for aviation petroleumunder the heading 2710 11 31 00 according to Ukrainian classification of goods of foreign economic activity until the introduction of an alternative type of fuel certified in Ukraine (by the condition of its import in volume not exceeding 1000 tons during the calendar year)

Paragraph 37

In order to send the attachments in postal shipments that may pose a threat to life and health of people, cause the destruction or damage (demolition) of other postal shipments and postal equipment, the list of attachments that are prohibited for sending in postal shipments, the order of their removal from postal shipmentsand their disposal is determined by the Cabinet of Ministers of Ukraine.

 

It is prohibited to send in international postal shipments the following:

 

firearms of all kinds and ammunition to it, cold weapons and other objects specially designed for attack and defense (cassettes, stylists, liquid fuel sprays, etc.), explosive, flammable or other dangerous substances, unless otherwise is prescribed by the law enforcement;

 

narcotic drugs, psychotropic substances, their analogues and precursors included in the list of narcotic drugs, psychotropic substances, their analogues and precursors that are subject to special control according to the legislation and radioactive substances;

 

permissions on the right to carry weapons, work-books, military tickets, documents certifying an individual (except for passports of a citizen of Ukraine for traveling abroad);

 

other items, the import of which is prohibited to countries according to the law and acts of the World Postal Union;

 

live animals, etc .;

 

special technical devices for the secret reception of information, the list of which is determined by the Cabinet of Ministers of Ukraine.

Article 53

Import to Ukraine of electroplating systems (electric wires), monofilament (cappilary lines) nets, hunting traps and other means of extracting objects of animal life prohibited by the law enforcement.
