The SFS Customs guarantee the issue of the EUR.1carriage certificates in order to support the export of goods of Ukrainian origin and to ensure the fulfillment of Ukraine’s international obligations under the free trade agreements concluded with the countries of the European Union, the European Free Trade Association (Switzerland, Iceland, Norway, Liechtenstein) and Montenegro.
Almost 63.9 thousand EUR.1 carriage certificates have been issued by the SFS Customs for January-July 2019. The biggest number of certificates was issued on the carriage to Poland - 19.5 thousand or 31%; Germany - 7.8 thousand or 12%; Romania - almost 3.7 thousand or 6%; Italy – 3.2 thousand or 5%; Hungary - almost 3 thousand or 4%.
Among the Customs leaders in issuing certificates are: Lviv Customs – 7683 certificates; Trans Carpathian – 4913; Dnipropetrovsk – 4524; Zhytomyr – 4050; Odessa – 3828; Kharkiv - 3954.
In total, over the past three years the SFS have issued 276.9 thousand EUR.1 carriage certificates on the export of goods of Ukrainian origin.
The certificate is issued if it is required to be submitted during the import to the custom territory of the EU countries and the European Free Trade Association, Montenegro as a proof that the product(s) of Ukrainian origin(s) meet the requirements of the rules for determining preferential origin regarding applying preferential import duty rates. The certificate is valid for 4 months.
In order to receive the certificate, the exporter or the authorized representative must submit the following documents to the customs department responsible for the issuing of the certificate, in particular:
an application containing the declaration from the exporter in the form specified in the free trade agreements and / or an electronic copy of it;
an electronic copy of the certificate, if it was filled in by typewriting and (if available) completed according to the requirements of the free trade agreements of the certificate;
the supplier’s (manufacturer’s) declarations confirming the preferential origin of goods from Ukraine according to the rules for determining preferential origin prescribed by free trade agreements and / or its electronic copies.
The certificate is issued free of charge as soon as possible, but no more than 8 working hours after the registration of the application in the structural unit of the SFS Customs that is entrusted with the functions of issuing the certificate.
The certificate should be filled in by the exporter for one batch of goods, usually in English or in one of the languages that free trade agreements have been concluded.
The procedure for filling in and issuing of the EUR.1 carriage certificate (origin) of the goods by the Customs is approved by the Order of the Ministry of Finance of Ukraine dated November 20, 2017 No. 950 registered by the Ministry of Justice of Ukraine dated December 26, 2017.
